1. PROJECT DETAILS |

Please outline why the budget is required and what are the current barriers to project development it will help overcome?
|
The budget is required to support scoping and feasibility of the development of heritage interpretation of the original Scarborough Spa pump, located beneath the roundabout adjacent to Scarborough Spa venue entrance.
‘Scarborough 400’ commemorations centre around the first reference to Scarborough being used and described as a seaside spa resort 400 years ago in 2026.
The ‘Scarborough 400’ steering group are working on a series of events for 2026, incorporating Scarborough Fair, public art, outdoor health and active wellbeing pursuits, heritage and arts trails. As part of the project a physical legacy is proposed to develop interpretation of the spa pump and its history, which will continue to feed into the promotion of Scarborough as a destination for culture & wellbeing. |

Please detail what specific costs the budget will be spent on?

· A structural engineer assessment of the pump · Removal of water ingress to the pump location · 3D scanning of the pump for use in interpretation/immersive VR etc. · A feasibility study assessing interpretation options located at the Spa building. |

Please describe the future project that this activity will help to unlock.

This initial funding will allow the physical legacy of the Scarborough 400 commemorations to develop; will provide the basis for funding bids to external funding bodies; and will give a central focal point to the project.
As noted above, the purpose behind Scarborough 400 is not only to commemorate an important milestone, but also to pivot perception of Scarborough to promote it as a destination to a wider/different audience interested in cultural tourism and the wider wellbeing agenda/outdoor pursuits. |

£2,500 Feasibility study (Consultant £250 per day x 10 days) – average daily consultancy rate £2,000 Structural Engineer assessment (estimate from Spa/previous enquiries into this work) £3,000 Pumping (initial estimate from informal enquiries) £3,000 3D scanning (based on costs from Craven Elbolton caves 3D scanning)

The Culture & Archives service will continue to lead the steering group, with officers from Active Wellbeing, Scarborough Spa and Scarborough Fair representative on the group and leading on a distribution of the work.
Capacity has been assessed and determined realistic, combined with partnership working on the wider event programme.
Procurement and HR will be required, though it is not envisaged this will be a significant investment of time from those service areas.
Advice and expertise from the Major Projects / Coastal Engineering team will also be sought as it is understood that some feasibility / survey work has previously been undertaken. |

Procurement will be based on a 3 quote process. |

The Scarborough 400 commemoration is in 2026; in order to apply for necessary additional funding to develop the heritage interpretation and supplementing the event programme in 2025, we need robust evidence to support this work to be gathered in this financial year.
The project will deliver social and health benefits to local communities through development of culture, health and heritage engagement opportunities. It will also provide opportunity to increase tourism, and therefore economic benefit, through creation of an offer to a specific culture/heritage/active wellbeing market.
